To be honest, I never saw this contraption in my life before

Not a phone and not a new technology. It’s personal but not as a phone, I mean if you are close enough to a person you can use his one. I used several ones who were not mine. And unlikely a phone you don’t keep it in your pocket

Yes it is!
The Pickelhaube was a helmet designed in Prussia in 1842, and used by various armies mostly until the end of WWI. The Chilean army still uses it in their parades, though, since Prussian military advisors were responsible for building their army up back in the 19th century.
