What! That is not very tall! Policemen wear them, yes, but they are also worn by railway conductors and the French military (as you can see by the "female llama surprised in her bath above" wearing one) 
. I think they are also used by a few other countries too.
OK, my next item is a beverage to be consumed, although whether you should consume it is debatable, and whether you should even spend your hard earned cash on it is also questionable.
