Many other UAE banknotes have different arms colors (I think all are green after 2012) yet have the same pick #. If I am not mistaken, all have the same pick for this issue.
It would be better to split them by emblem design than by color. The old emblem is on notes until 2008. The old emblem has boats in the center. The new one has the flag.

Just because they have the same Pick number, it does not mean we have to keep them together--we do not have to follow Pick. With that being said, the different colours does seems significant enough for a split, in my opinion, so I would prefer to see them kept separate.
In that case, wouldn’t it be better to separate them by emblem? Pre-2008 has the emblem with the boat, and post-2008 has the emblem with the flag. Seems better than to separate by emblem color.
I would not be opposed to that--the Arms is an important part, so separating by different Arms would be understandable. I have seen it done on the coin side as well.
Colour, on the other hand, is likely more noticable. So, while the above two pages would remain split, it would be possible to further divide them like this:
