Non-circulating banknotes?

This message aims at: suggesting an idea to improve Numista

[Catalogue] New banknote type for non-circulating banknotes

I see that, unlike for coins, there is no "non-circulating banknotes" category. Shouldn't we have this just like for coins?

For instance, these Romanian banknotes were not released into circulation, but they were sold by the National Bank at a premium, with a list price higher than the face value.

They should be described as 'Non-circulating notaphilic products' - the banknote versions of medal-coins.

Poland has also been doing a similar thing as well - most recently with a 19 Zlotych denomination.

Bangladesh's commemorative notes are also non-circulating notaphilic products as well.

Abkhazia's 500 Apsars is most definitely a notaphilic product as well.
