There is a difference between saying Anonymous and saying In the name of Meaningless Legend / Nobody.
Anonymous is for the Ruling Authority.
In the name of is for some ruler who did not rule the area but, due to appeasement or respect, the people of the area decided to include on their coins.

With the Uncertain Germanic tribes, the ruler is always anonymous (and if they were not anonymous... well, they would not really be uncertain). Therefor, anonymous is not written in the title--it would be redundant. A comparible country to this format is the Gepid Kingdom:

For the most part, all coins from this issuer were struck in the name of someone. Those with the Meaningless Legend were also struck in someone's name; however, due to the sloppiness of those making the coins, the legends cannot be deciphered.
The In the name of Nobody coin is slightly different since it is imitating a Lombardic civic issue, which were not struck in anyone's name. That section of the title could be completely omitted; however, it would look strange amongst all other coins around it.
(With that being said, I did change the French wording of the title a little. My French is not the best.)
