The late XIX century run of the Russian (Empire) coins seems to be incomplete - missing 20 kopeks that ran from 1867 to 1914. Is this a problem with the database or simply this type was not added?
Many thanks for helping to find the coin. I was using "1898 Russia" and it shows the almost full range but skips on 20 kopeks. Interestingly, I never use kopeck (double "k" in English with a single "k" in Russian just does not sound right to my bi-lingual ear :-) so I was originally looking for a kopek.
Incidentally I found out my problem - I made a wrong choice by looking for a 20 kopecks coin (instead of the 15 kopecks I have). Site's referenced, as well as Krause on-line catalog are both missing the year from 1894 to 1899. So the search correctly found none. Does that mean that no 20 kopecks were minted these years?

If I have you right, then yes, no 20 kopeck coins were minted between 1894-99 according to both Krause and Numista:
It's probably a matter of supply meting demand; the tens of millions of kopecks minted in the previous years meant that there was more than enough to go around, thus eliminating the need to strike more 20 kopeck coins for a while (like the hiatus of Morgan dollar issues in 1904-1921).
