What is on the right of the elefant?
is it kind an old style of Franclin Mint mintmark? or waht?

No, the Franklin Mint mint mark is somewhat of a stylized "F".

​Krause mentions in the Belgian Congo introduction that the mint marks are (H) Heaton, Burmigham - smaller, thicker "C" in denomination...

Non of the coins specify which mint in the catalog... I hope this narrows your search.

but if this is a mintmark, - do we have any other coin with same mark?
for example, this 2 Fr. Belgium ,1944was struck in Philadelphia as well, but there is no such mintmark

So. maybe its engraver`s initials? But I couldnot find BC 21 fr. engraver`s name as well.  :(

​Interesting that this coin mention that the newer version was mint in Pretoria but the coin sheet of the round coin does not...

If you zoom right in to the mintmark, you can just about make out the image of a man with a shovel ...

After some further research I'm led to believe that the mark is that of the engraver/designer's symbol, Bonnetain. https://www.allnumis.com/coins-catalog/belgian-congo/belgian-colony-1936-1949-leopold-iii/2-francs-1943-1022

Armand Bonnetain was a Belgian sculptor , medalist-engraver born in Brussels in 1883 and died in that city in 1973'. https://fr.wikipedia.org/wiki/Armand_Bonnetain In this link you can see one of his works circa 1960, a Portrait of Henri Lavachery, bears the same symbol as found on the Belgian Congo coin.

​Agreed. There's just something about coins with elephants on them. Can't really think of an ugly one.

I've had a couple of those tiny silver Elephant Money coins from Siam pass through my hands recently and I have to say, I felt a distinct twinge of reluctance at letting them go.

​All the Belgian Congo coins with an elephant have the same mark, so not only the hexagonal 2 Francs, but also the round 50 Francs, 5 Francs, 2 Francs and 1 Franc:

As you can see in the picture below, these four coins were all struck at South African Mint in Pretoria, so the mark couldn't be a mint mark from the Philadelphia Mint where the hexagonal 2 Francs were struck.
As you also can see on that picture, there is a mistake on the coin sheet of the hexagonal 2 Francs. This coin was not struck at the Franklin Mint, but at the United States of America Mint in Philadelphia (change requests made to add/correct the Mints).
