Yes, uncirculated should mean exactly that, not been in circulation. If you get it in change, it's been circulated. But generally uncirculated means it's in it's mint state, i.e. it looks brand new, although even mint coins can have slight "bag marks".
(You'll often find that the grading and descriptions on eBay can be way off, so pinch of salt with them unless you can tell from the picture)

If you recently got this in change, then you're very lucky, as it does look uncirculated, or almost uncirculated. And by the looks of things, not a great deal were minted.
