50 piastres date confirmations.

Hello everyone. I have here an egyptian bills .a 50 piastres bill.

if my translation of its date is right , i have read it as

AUG. 27, 1990.  As i scroll down to the records i noticed that its not recorded yet?  
if i may, i would like to request for a confirmation regarding this date and also if proven to be positively correct ,may again also request that a newyear line be added to corresponds to the bills.
