it looks to be Bhartrdaman as Mahakshatrap

The name of the ruler is missing on the coin and so does the date.

The part of the legend that is present is “mahakshatrapasa rudrasenaputrasa rajno mahakshatrapasa”

The son of Rudrasena with titles on coin “rajno mahakshatrapasa” is Bhartrdāman
