If we believe Wikipedia, there was a brief period when the Paleologus line died out and Charles exerted direct rule over the Marquisat of Monferrat:
The Duchy of Montferrat was a state located in Northern Italy. It was created out of what was left of the medieval March of Montferrat after the last Paleologus heir had died (1533) and the margraviate had been briefly controlled by the Emperor Charles V (until 1536). After that brief interlude, it passed by marriage of the last heiress, Margaret of Montferrat ….
So I think CNG was incorrect in calling it an imperial city. Casale was always just the main mint for the Marquisat (and later Duchy) of Montferrat. So when Montferrat came under Charles' direct control, it struck coins in his name (same as places like Asti and Milan which also struck coins in Charles' name around this time).
So, I think Charles V is just a ruling authority for Montferrat, without need to create an imperial city of Casale.
Guglielmo we already have as William X Gonzaga. I will Add Federico (Frederick) Gonzaga. For Margaret, we need two ruling authorities, one as duchess (1536-1540) and one as regent for Duke William.
