Is ry 21 just associated with  km  130 or also km 105 of ram singh?

Or I don't understand your question correctly or you don't understand what ry means. Ry 21 is regnal year 21, the 21st year a certain ruler reigns. Every ruler who reigns long enough can reach ry 21 so ry 21 is not associated with a KM# reference number or a ruler, just like a regular date isn't.

For Jaipur there are several rulers who struck coins with ry 21: Man Singh II (KM# 175, KM# 190 and KM# 180), Madho Sing II (KM# 130), Ram Sing II (KM# 125) and Akbar Shah II (KM# 65 and KM# 75) and Shah Alam II (KM# 32 and KM# 63).
