Add issuing entities to Newfoundland [解決]

We seems to miss two issueres for Newfoundland. I can't find much information, due to the minimal issue and probably the age too?

Commercial Bank of Newfoundland

I added the bank, but I have doubts about the “Island”. Isn't that just a synonym to to government?

I may honestly say I dont' know 😅 On Bank Note Museum they only have one note from that “issuer”. The note says "Island of Newfoundland", which yes, could be a government? 🤔

I would take it as figure of speech as if you said that about any other Island, that is fully sovereign - “Island of Jamaica hereby declares that rum is their national beverage! Yo ho ho! ”

I would kept it under Government of Newfoundland issuing entity.
