I would like to obtain information about this 1 boliviano banknote from the year 1928, series R8, which has the following message on the back.

 

RECUERDO DEL PRESIDENTE DE LA DELEGACIÓN BOLIVIANA III CONGRESO COTAL - HABANA CUBA ABRIL 1960

It looks like a ticket issued especially for the III Congress of the Confederation of Tourist Organizations of Latin America (COTAL), held at the Río Cristal Restaurant, Havana (Cuba) on 04/1960
