Looking at the mintage figures yeah you are correct although the 5 and 50 is still being minted but in very low qualities (less than a few million) where it would be difficult to find. All years after 2015 for the 1 Yen would be NIFC.

It probably was in circulation - it was sold as part of a loose bag of other circulation Euro coins donated to a charity shop. Someone's probably picked it up whilst travelling in Europe, got back to the UK, then donated all their loose change. I'm happy support local charities by giving them whatever they want for their Euros.

That is a pretty dirty coin for being one year old. I wonder what kind of environment it was in to be like that
It might not be apparent from the photo, but it is actually irregular oxidation, outer copper layer of 10 Kč coins is really prone to this (similarly as with 1–5 Euro Cents). This year is also not really common in circulation, so I suppose many different people had it in their hands before I encountered it.
