Notes from right after the Comoros gained independence, feature the name “INSTITUT D'ÉMISSION DES COMORES” which translates to “COMOROS ISSUING INSTITUTE”, is it possible to have this as an issuing entity?

I believe it's issuing not emission in the name, I could be wrong, but the translation for other banks with a similar name containing “D'ÉMISSION” says issuing
