More important, we can see that both catalogs use the same picture. Other catalogs like Yeoman's Catalog of Modern World Coins and МОНЕТЬI СТР АН 3АРУБЕЖНОЙ А3ИИ И АФРИКИ do not list this coin.
So first i want to ask if anyone has found this coin or any other intance of it's existance. And if it does exist, do you think that it circulated or maybe it is only a Pattern and that's why there seems to be only one picture of it.
Yes, it is on Numismaster but Krause Publication created Numismaster so everything in their catalogs is on Numismaster. And also, outside of its appearance in this catalogs, there is no other proof of its existance. They all use the same picture and there is no other picture of it, no one sells it, auction houses don't list it and all catalogs that have it, use a picture of the same specimen and it is the only picture that exists.
Yet a dozen or so Numista members knowingly or accidentally claim to have it since the NIR is 87. Of course that doesn't mean a thing since we've already learned a lot of tick boxes have been ticked wrongly.

Would be interesting to know what do those dozen of people who own this coin say about its existence :)
I do not really care if a registered coin does NOT exist in reality, since I'll never get it On the other hand, it's very important to register all the coins not in numista yet

Should its type be changed to non-circulating coin then?
True, but there shouldn't be inconsistencies. Do we know all not issued coins are under the non-circulating category? There seems to be some more identified fairly often. The argument is usually, “yes, they never did circulate" and "no, they were intended for circulation so don't fit the definition of non circulating coin.” A new object type resolves those arguments.
