I think that, as has been done with German Notgeld and French Notgeld among others, local emissions during the Spanish Civil War should be independent issuers ans split them from issuer Spain, since they are coins (and banknotes) issued by City Councils (municipalities) and Councils due to scarcity of circulating currency during the war. They are coins that circulated and at Krause, each issuer is treated independently. That is why I think that, in the Coin Catalog, Spain should be classified as follows (in bold, proposal of new issuers):

I used a format similar to our various Notgeld issuers (going with province then municipality) because there seems to be a bit of Notgeld within this section (although I am not sure if it can all necessarily be called Notgeld). Regardless, that was what I proposed. And with my proposal still pending... feel free to suggest any edits to that list.

With nearly 40 coins and 100 banknotes listed on Numista, this section definitely needs a lot of work; however, without proper issuers, organization becomes difficult. And with country creation threads typically taking a while to complete, I could not give an estimate on when any of these issuers will be added...
With only 42 notgeld coins in Spain's Numista catalog, dividing them into about 20 issuers does not seem to be a comparable improvement to France (462 coins) and Germany (2,653). Actually it would be a necessary improvement if we include private issued notgeld tokens. They are hundreds, but there are currently very few in Numista, and in Exonumia, like this one from Igualada https://en.numista.com/catalogue/exonumia144932.html
About banknotes, I have no opinion.

I don't think we will rename "Spain - Civil War". This is consistent with other issuers that use a hyphen to define a period. That being said, it isn't consistent with "Russia - Civil war issues" for example, but we can fix this later.
There are a few typos I will fix, like "Austurias", etc. Additionally, I propose the following:

"Euskadi, Government of" -> "Basque Country" (Euskadi is not English, and the government can be added as a ruling authority)

I thought we were trying to move away from the hyphen though? That is why, in any country modification request I have made so far, it has involved re-naming the country to remove the hyphen (and I think, for those with the hyphen, that is a good indication of countries that still need work done). To remove the hyphen here, we would need to rename this issuer to "Spanish Civil War", and whenever we get to Russia, we could name it "Russian Civil War" for consistency.

I actually think the title is important here because we already have another Catalonia issuer (Principality of Catalonia). The coins of these two places both specify the title "Council", and with the "Interprovincial Council"/"Sovereign Council" being the official title of these places during this coin-issuing period, I thought these would be most accurate to the coins.
And I do not see a problem with listing ruling authority titles within the country names, as long as the coins issued only covered one type of ruling authority--that is why we have many Empires, Republics, Duchies, etc., after all. So, for these particular issuers here, I would not see that as a problem.
And, if the "Asturias and León" title works, I'd especially not see a problem for including the proper title for "Santander, Palencia, and Burgos"--they are similar titles from related issuers, after all.

On a side-note: I do not recall the new guidelines saying anything about whether or not to use the Oxford comma (included in "Santander, Palencia, and Burgos" in my above list). On this site, we have not actually been using it so far (for example: "Saint Helena, Ascension and Tristan da Cunha"), so... perhaps that is something to consider. I, personally, like the Oxford comma because of how it removed ambiguity, but I am fine with going either way.

Yes indeed, but it's more complicated than that. The problem is that this token for example would fit in "Barcelona, City of". However, the parent won't fit, because it's not a civil war issue. It's the same situation for all the local tokens for all the other issuers that are period- or issue-specific. This Linz token for example is not notgeld. So I suspect that a better name for all these parents will be "Spain (local issuers)" or "Spanish local issuers" or something similar, not period-specific. Then we can use these issuers for modern exonumia too.
That being said, I don't know yet what the plan is, so I prefer to hold on with all these renamings for now.

There have been a few periods in modern Spain with necessity coins locally issued, not only the war 1936-39. It would be more precise a name like Spanish local issues.

I actually do not think we should consider Exonumia at all, in regards to the Coins/Banknotes country list.
Absolutely anything can issue a piece of Exonumia--including every single city that exists on this planet. If we start considering Exonumia, I imagine we would have to change all our states/provinces/notgeld issuers a "local issuers" issuers, and that will not help with the Coins/Banknotes sections at all--distinct numimatic areas will be unnecessarily grouped, and we would have a confusing mess. Luckily, the Coins and Banknotes issuers tend to align, hence why both of those can be considered together, but Exonumia is a whole other monster.
For Exonumia, I imagine under basically every country we could have a "Cities" issuer. "Canadian cities" and "Dutch cities" would have a lot, and for Barcelona specifically, we could have a "Spanish cities" issuer to store that city (and while there might be two Barcelonas, we have the ability to connect/duplicate issuers, so that should not be a problem).
With that being said, all my proposed issuer are based on things issued during the Spanish Civil War--in regards to Coins/Banknotes, this section makes perfect sense, which is important to consider.

I checked a few of these municipalities, and there seem to be images readily available online for most of them, so we could add items in Numista. These are pretty much ready to be added, but we would need someone very dedicated who can populate the catalogue, like we've got for German and Austrian notgeld.
The 40 I listed were all ones I was easily able to find confirmable pictures of (they all seem to be common issuers, and I imagine everything currently on Numista falls within that list). I checked a few random ones from your list and came up with nothing, so I imagine we would need someone with a related catalogue to do that sort of work.

I'm working on this at the moment, I've prepared about 600 of 1600+ issuers for coins and banknotes, but it will take a while longer to finish everything.
However, I prefer not to structure them by war. This way, some issuers are duplicated. e.g. Girona will be under Reaper's war, Peninsular war, and Civil war (for notes). I think better to keep one Girona and add ruling authorities for each war. The ruling authorities can be connected so when you click on Reaper's war for example you can see all the coins from all issuers. Would this work for you?

In Reapers' war all are from the same region. In Peninsular war all except one from the same region. In Cantonal rebellion only one issuer. In Civil war five regions.

Yes, that is the case, Ruling authorities will be the Second Spanish Republic (99% of banknotes and all coins except those of the 5 Andalusian Municipalities indicated at the beginning of the Topic) and Francisco Franco.
For lovers of curiosities, there are Municipalities such as La Pobla de Segur in Catalonia that have banknotes issued by both sides, from before and after the entry of Franco's troops.
So some will have republic, some Franco, some both and there are some exceptions?
All banknotes and coins of the time were issued under the General Government of the Second Spanish Republic or under the Nationalist Regime of Francisco Franco.
The only possible exception could be considered the banknotes and coins of Asturias and León, since the Sovereign Council of Asturias and León declared itself independent from August 24, 1937 until the entry of Franco's troops on October 20, 1937, moment in which these coins and banknotes stopped circulating, so that, for only two months of self-proclaimed independence, they could be considered belonging to the Second Republic in my opinion.

I am not sure with “Ls”, but once you add a banknote/coin there, it might take up to 24 hours to see everything in right order.
I found the issue : We added them with the “curved” apostrophy : ’ But when we look for them in the form, we don't find them if we use the “regular” apostrophe : ' I'll ask Xavier if it would be possible to make forms work for both apostrophes at search.
I have finished entering all the banknotes of the municipalities of Catalonia and I have found the following:
1. In the Province of Tarragona, the municipalities of Barberà de la Conca and Banyeres del Penedès lack the “Municipality of”.
2. It would be good to add the period of Francisco Franco (1936-1939) as was done with the Spanish Republic. There are few associated banknotes and coins, but there are some.
3. I forgot to include 4 Municipalities: Cornellà de Llobregat, Ribes del Penedès and Sallent are missing in the Province of Barcelona, and Espinelves are missing in the Province of Girona. If you need me to fill in these 4 municipalities, we can do it like the rest.

Yes, I understand you. Some 130-140 more municipalities and some territories will still remain to be created, but of these pending municipalities (Valencian Community and Andalusia) I have yet to introduce banknotes, so it will be a little later.
