These notes were made during the Napolinic Wars, where the government had a shortage of hard cash. Tønder was early and created emergency notes of 4 and 12 Schilling.
Only later in the same year, there was made a national regulation to create emergency notes.
The four people who signed these notes were:
- Mayor Georg Friedrich Horup, born 1757 on the Seekamp estate in Holsten. He was in 1781 elected for the post of “city-secretary”. From 1812-1834 he was mayor. He died with the titel of “etatsråd” in 1839. His savings got wiped out with the national bankruptsy in 1813. But he managed to save another small asset again and created a scholarship with that money.
- Christian Matthei Carstensen was combmaker in Tønder 1811-1813. He was a bussinesman and came from Vester Anflod. He was in 1797 sweared in by oath as citizen.
- Hans Petersen Angel was from 1812 – 1813 city-cashier. Ha was councilman and furthermore bussinesman. He died in 1847.
- Christian Outzen was citizen's deputy. He was in 1801 sworn in as citizen.
Tønder was headed by a council of one mayor, six councilmen and 16 deputies.
