Commemorative note issued on the occasion of the 160th anniversary of the founding of the High Court of Accounts of Romania (January 24, 1864), honoring George Ioan Lahovary (1838–1909), President of the Court of Accounts from 1893 to 1906. George Ioan Lahovary served as General Director of Posts and Telegraphs and was a signatory member representing Romania in the 1874 Bern Treaty establishing the General Postal Union (later known as the Universal Postal Union). He was a founding member of the Royal Romanian Geographic Society and president of the Romanian Historical Society, and in 1901 he became an honorary member of the Romanian Academy.
The note was printed in 500 copies, of which the first 50 (serial numbers 001–050) feature red serial numbers, while the remaining 450 copies (051–500) have black serial numbers. The note was printed by the National Bank of Romania Printing House and is presented in a commemorative folder detailing this historic event.
