In Catalonia, the Minister of Finance of the Generalitat, Josep Tarradellas, approved the Catalan Municipal Law of October 9, 1936. This law allowed municipalities to issue fiat currency of small divisional securities, legal and mandatory, but limited to the population itself. It should be noted that the municipalities were not allowed to issue legal tender, but they were empowered to organize and regulate their economic life and, therefore, what they really did was cut into small pieces the legal tender paper of the Bank of Spain or the newly created Paper of the Generalitat de Catalunya, since the issues of local paper money had to be guaranteed in an equivalent deposit of these legal and official notes.
