セウテス1世の息子コティスは、ヘブリゼルミスのトラキア王国全体を相続した。彼はアテネ市民であり、ギリシャのポリスとは最も良好な関係にあった。しかし、前365年からセストス、ペリントスなどをめぐってアテナイと争った。紀元前360年、コティスは提督イフィクラテスとともにアテネ軍と海戦を繰り広げた。紀元前359年、コティスは私闘の犠牲となった。テオポンポスは、彼を精力的で残忍な野蛮人として描いている。
