Notes of this series were issued in uncut sheets four notes wide and five notes long (4x5). Notes in their original uncut sheets are worth a premium over those that have been cut out.

Specimen Notes

Specimen notes of this series are uni-faced, both obverse and reverse, on watermarked paper. The uncut sheets feature “ОБРАЗЕЦ” as a perforation at the top of the face.

History of the Note

These notes were issued in accordance with the 26 of November, 1920 decree of the Council of People's Commissars of the RSFSR (CPC). The 3 rouble note entered circulation in April 1921. It was issued by the Budget and Settlement Department of the People's Commissariat of Finance.

According to the decree of the CPC on 28 of June, 1922, these notes were to be discontinued from issuance on 1 of July, 1922. Exchanges were to be made at a rate of 10,000 to 1 1922 rouble by 1 of October, 1922; however, the date was later extended to 1 of November, 1922 by decree of the CPC on 28 of September, 1922. These notes' withdrawl from circulation began in mid-1921.

These notes were the first to feature the new state emblem of the Soviet Republic.

A total of 207.8 million roubles were issued, all in uncut sheets of 25 roubles each. In 1922, 200.4 million were not exchanged of the 1919 and 1921 issues combined.
