Differences:
This note straddles the 1990 transition from the Arab Republic of Yemen ("North Yemen") to the unified Republic of Yemen. This can be seen in the change in the flag shown in the watermark, with the star present in P#23a (Arab Republic) and absent in P#23b (Republic).

The differance between this note and the similar P#24 from the Republic of Yemen, is the lack of “10” in the bottom right reverse corner on this note.
