これらの紙幣は臨時政府によって開発された。1918年に発売が開始される予定だったが、10月革命により修正が加えられた。流通が始まったのは1919年12月のことである。
各シリーズ20万枚が製造された。
ゲオリイ・レオニドヴィチ・ピャタコフが支配人の地位にある。ピャタコフのほか、10種類の出納係の署名がある。
これらの紙幣にはデザインに鉤十字が含まれている。これらの紙幣は鉤十字が否定的な意味を持つようになる前に製造されたため、このデザインでは鉤十字は豊穣と幸福の象徴となっている。
